2025 - 2026 Central Coast Regional Enabling Infrastructure Priorities List

The Central Coast region is expected to grow by more than 50,000 people, to 404,250 people by 2041.


This substantial growth will require significant enabling infrastructure investment and the creation of over 30,000 new local jobs.

To respond to this demand, RDACC coordinated the development of an agreed list of priority infrastructure projects needed to create local jobs, drive further investment and assist in unlocking the full economic potential of our region.
​

Since the launch of the initial Central Coast Enabling Infrastructure Priority List in 2016, this RDACC initiative has attracted over $2.5B in essential infrastructure funding for the Central Coast through collaborative advocacy efforts from all regional stakeholders.
 

In 2025, the RDACC committee endorsed the 2025 -2030 Central Coast Regional Enabling Infrastructure Priorities List that details thirteen significant enabling infrastructure projects  that require funding and expedited delivery.
 

The projects contained in the priority list lay a strong foundation for further growth and investment that will directly assist in generating the required jobs and driving further enabling infrastructure investment within our region.

ADCOCK PARK SPORTING AND RECREATION COMPLEX – STAGE 2 DELIVERY
$32 million (Sports Tourism)

Stage 2 of the Adcock Park Sporting and Recreation Complex involves the development of five new netball courts, the installation of competition-standard sports field lighting throughout the complex, and promenade lighting.

Additionally, it will feature the construction of 550 on-grade parking spaces, new access and service roads, and footpaths, which will replace the unsafe internal road system. The redevelopment will enhance all sporting fields for better playability and will create tourism and event opportunities in the region.

CENTRAL COAST AIRPORT MASTER PLAN DELIVERY
Gateway 1 - $655,000 (Industry Development & Regional Employment Lands)

Central Coast Council is seeking to transform the airport at Warnervale into a leading general aviation hub and it is estimated that the airport could generate an estimated 184 new aviation-related jobs, with a potential total investment value of $33.7 million.

CENTRAL COAST REGIONAL SPORTING & RECREATION COMPLEX – STAGE 2 DELIVERY
$35 million (Sports Tourism)

Stage 2 of the Central Coast Regional Sporting & Recreation Complex (Tuggerah) includes the addition of a versatile indoor facility for sports, recreation, and events.

This new facility will feature sports halls, amenities, offices, and a grandstand, all designed to enhance tourism and event opportunities in the region.

GOSFORD PEDESTRIAN AND ACTIVE TRANSPORT RAILWAY OVERPASS BRIDGE  – HOSPITAL (SHOWGROUND RD) TO MANN STREET
Uncosted – (Regional Enabling Infrastructure)

The Gosford Hospital and University Clinical School and Research Institute development presents a significant opportunity to drive growth and enhance connectivity within the region. By fostering the co-location of health, education, and research facilities, this project will strengthen Gosford’s role as a regional hub for innovation and healthcare excellence. A key component of this vision is the implementation of a pedestrian and active transport bridge from the hospital’s main concourse, adjacent to Tower A, across the railway corridor to Mann Street. This critical infrastructure will provide seamless movement connections between the hospital precinct, natural assets, and the city centre, ensuring accessibility for staff, patients, and students.


Beyond improving connectivity, the bridge will serve as a catalyst for urban activation and economic development. It aligns with the NSW Government Urban Design Framework and Central Coast Regional Plan 2041, supporting a mixed-use transport interchange that will enhance pedestrian access between key destinations, including the Gosford and Henry Kendall High Schools and the two University of Newcastle campuses. By improving integration between the hospital, education precincts, and the city’s commercial core, this project will stimulate investment, encourage active transport, and create a more vibrant and accessible Gosford for future generations.

GOSFORD WATERFRONT REVITALISATION STRATEGIC BUSINESS CASE DELIVERY
$8.5 million commitment from the NSW Government (Regional Enabling Infrastructure)

The development of a strategic business case aimed at revitalizing Gosford through the creation of a new waterfront precinct.

This initiative seeks to establish a world-class waterfront precinct that enhances connectivity, accessibility, and points of interest, ultimately fostering economic growth in the city.

MOUNTAIN ROAD INTERSECTION UPGRADE AND REQUIRED SERVICES DELIVERY
Uncosted (Regional Employment Lands)

Planned developments on and adjacent to Mountain Road, Halloran have the potential to strengthen the local economy and create substantial employment opportunities for the area's expanding population.

Currently, there are over 100 hectares of land in the Mountain Road precinct that can only advance with necessary infrastructure upgrades, such as improvements to the Sparks Road and Mountain Road intersection, as well as connections to sewer and water services.

MOTORWAY INTERCHANGE, WALLARAH (AT LINK RD)
Uncosted (Regional Enabling Infrastructure)

Provide for new north bound on-ramp and southbound off-ramp to the M1 Motorway at Wallarah.  This would improve Motorway access to the growing northern portion of the Central Coast, particularly the urban growth precincts of Doyalson, Lake Munmorah, Chain Valley Bay and former Colongra Power Station Site.
 
The proposed interchange was identified as future works in Environmental Assessment supporting the M1 widening project Wyong Road and the Doyalson Link completed in 2019.

RAWSON ROAD LEVEL CROSSING REPLACEMENT AND INTERSECTION UPGRADE

The replacement of the railway level crossing is a crucial infrastructure initiative to address issues related to the intersection of Rawson Road and Railway Street which is vital for traffic flow at the level crossing.

Expedited planning and funding allocation is required to facilitate the implementation of upgrade work and safety improvements, which will also help alleviate congestion and improve rail and traffic movement on the Woy Woy Peninsula.

TRANSPORT ORIENTED DEVELOPMENTS (TOD) LOCATED IN WYONG, TUGGERAH, GOSFORD & WOY WOY DELIVERY
Uncosted (Housing) 

The TOD Program provides transformative opportunities for the Central Coast by promoting higher-density developments close to rail and transport hubs. These projects will substantially boost housing capacity and aid in achieving affordable housing targets while cultivating vibrant and sustainable urban centres.

The program seeks to create well-connected communities, minimize urban sprawl, and enhance overall livability. By locating homes near transportation, jobs, and amenities, the TOD Program will help ease housing pressures and encourage economic growth in these areas.

WARNERVALE BUSINESS PRECINCT MASTERPLAN DELIVERY
$2.5 million (Regional Employment Lands)

The Warnervale Business Precinct is a substantial area of undeveloped land that has the potential to foster a thriving local economy, addressing the evolving employment needs of the expanding Central Coast community. Its strategic location near key industrial and transport links, including the M1 freeway and within walking distance of Warnervale Train Station, offers an opportunity for diverse transport connections to Wyong, Gosford, Sydney, and Newcastle.

To realize the Warnervale Business Precinct Masterplan, funding support is essential for conducting due diligence studies that will enable land subdivision and facilitate business relocation and opportunities.

WYONG RD, TUGGERAH – PACIFIC HWY TO IBIS RD, INCLUDING BRYANT DRIVE
Uncosted (Regional Enabling Infrastructure)

Improvements to local traffic congestion by upgrading Bryant Dr round-a-bout to a signalise intersection and investigate the opening of Ibis Rd / Mooramba Rd through to Lake Rd.  

Upgrades would facilitate planned commuter parking upgrades for Tuggerah Station, Central Coast Regional Sporting Complex Stage 2 and potential TOD site adjacent to Tuggerah Train Station as identified in the Central Coast Regional Plan 2041.

WARNERVALE TO WYONG LINK ROAD DELIVERY
Uncosted (Regional Employment Lands)

The Central Coast Regional Plan 2041 designates Warnervale as a key regional growth centre. Complemented by the Central Coast Regional Transport Plan, the Link Road will directly connect the Pacific Highway at Wyong to Albert Warner Drive at Warnervale, thereby supporting the residential growth areas of Wyong, Warnervale, and Toukley, while also expanding the employment zones in Warnervale, Wyong, and Tuggerah.
